A Specifier is the party that has developed a coating system & specification, usually on behalf of the Asset Owner. Examples can include a coatings manufacturer or an engineering firm that has provided full documentation for a construction project.

In both these situations, the Specifier has self-interest in ensuring the project is delivered successfully as they are being measured by the performance of the coating system they have specified.
